My wife had to go through a number of lengthy procedures and undertake prescribed work experience before becoming a fully registered teacher; this despite her having taught in the Philippines for twelve years and holding a good degree.

You'll probably find there is some sort of central qualifications authority. It's usually a bit of a racket. You pay a considerable sum just for the privilege of having your case investigated.

The irony in my wife's case is that having had her qualifications and experience fully recognised she cannot easily find work because her correct salary is too high. The schools are so money-driven here that they hire inferior teachers to make the budget look good. If she were stuck for an income she might just as well work in an office, shop or factory.
